# How to Write an RFP Cover Letter: Template, Examples, and Checklist

A cover letter for a Request for Proposal (RFP) introduces your response and gives evaluators a concise reason to keep reading. It can also carry required declarations, exceptions, contact details, and signatures. That mix of sales message and submission control makes the page easy to underestimate. A useful letter reflects the buyer's priorities, uses evidence your team can defend, and follows every instruction in the RFP.

## What Is an RFP Cover Letter?

An RFP cover letter is the short letter at the front of a vendor's proposal response. It identifies the opportunity, acknowledges the buyer's need, summarizes the vendor's relevant fit, and names the person responsible for follow-up. One page is a sensible default when the buyer does not set a different limit.

The letter is separate from the cover page and executive summary. Each document has a different job.

| Document | Main job | Typical content |
| --- | --- | --- |
| Cover page | Label the submission. | Buyer, vendor, RFP title or number, and submission date. |
| Cover letter | Introduce and formally transmit the response. | Buyer need, relevant fit, proof, commitments, contact, and signature. |
| Executive summary | Summarize the proposed solution and business case. | Approach, outcomes, scope, risks, and major differentiators. |
| Submission email | Deliver the required files. | RFP reference, attachment list, sender details, and brief receipt request if allowed. |

Our [AI agents for RFPs](https://www.arphie.ai/features) can draft from your content library and connected company sources, then show the sources used and a confidence level. That makes it easier for solutions engineering and proposal teams to trace proof points before they reach the letter. The accountable business, solutions, legal, and commercial owners still review the wording and approve every commitment.

## Let the RFP Define the Letter

Start with the solicitation instructions, even when your team already has a preferred template. The buyer may prescribe the letter's length, sequence, statements, signer, file name, or format. In a formal procurement, the cover letter may function partly as a certification.

A 2025 Los Angeles Fire and Police Pensions RFP offers a useful example. Its cover letter instructions require the proposer's legal business details, the people authorized to negotiate, any limits on their authority, all exceptions or deviations, a specified noncollusion statement, and signatures from people authorized to bind the proposer. The RFP also warns that exceptions can cause a proposal to be rejected. These requirements leave little room for a generic sales letter to serve as the complete response. When the RFP supplies exact language, reproduce it exactly and place it where instructed. When it asks for exceptions, coordinate the response with legal and commercial owners. When it prohibits contact outside a named procurement channel, do not add an invitation to call a salesperson or schedule a demo.

For a commercial RFP with no prescribed cover letter, you have more room to personalize. The structure below is a reliable starting point.

## What to Include in a Commercial RFP Cover Letter

| Element | What to include |
| --- | --- |
| Header | Date, buyer organization, recipient or committee, your company details, and the RFP title or reference number. |
| Greeting | A named recipient when one is supplied, or the named evaluation committee. |
| Opening | The buyer's stated objective and your response intent in two or three sentences. |
| Relevant fit | One or two reasons your proposed approach fits the most important requirements. |
| Proof | A verified result from a comparable customer, project, environment, or use case. |
| Delivery commitment | A concrete point about implementation, support, governance, or risk that your owners have approved. |
| Next step | The next interaction allowed by the RFP and one designated contact. |
| Sign-off | The correct signer, title, and signature format. |

These elements should form a short narrative. A cover letter is rarely the place for a product feature inventory, detailed pricing, or a second executive summary.

## How to Write an RFP Cover Letter Step by Step

### 1. Build a Compliance-First Input Sheet

Pull the facts you need before drafting. Record the mandatory cover letter instructions, page limit, buyer terminology, top evaluation criteria, stated outcomes, dates, required declarations, designated contact, and signature rules.

Then gather only approved evidence that maps to those priorities. Useful inputs include a comparable customer result, an implementation milestone, a service level, a relevant certification, or a named delivery leader. Record an owner and source for every quantitative claim.

In Arphie, you can import Word and Excel RFP files, add project-specific writing instructions, and draft from your Q&A library plus connected repositories. Source visibility and confidence signals help reviewers distinguish grounded material from language that needs more work.

### 2. Choose a Small Number of Win Themes

A win theme connects a buyer priority to your method and proof. Use this working structure:

**Buyer priority + relevant method + verified evidence.**

For example:

>

Your RFP prioritizes a controlled migration before the September renewal window. Our phased cutover approach keeps the current environment available through acceptance, and we used the same sequence to complete [comparable project] in [verified timeframe].

Choose the themes supported by the buyer's evaluation criteria and your strongest evidence. Repeat the same terms throughout the proposal so the letter and technical response do not contradict one another.

### 3. Open With the Buyer and the Requirement

Name the RFP and show that you understand the intended outcome. A short acknowledgment can follow, but it should not consume the opening.

**Generic opening:**

>

We are pleased to submit our proposal. Our company has extensive experience and a dedicated team.

**Specific opening:**

>

[Buyer] needs to consolidate [current environment] while preserving [critical constraint] by [target date]. Our response to RFP [number] presents a phased approach designed around that requirement, including [relevant control] and [delivery commitment].

The second version gives the evaluator useful information immediately. It also avoids claims that the rest of the proposal may never substantiate.

### 4. Compress One Comparable Proof Point

A full case study belongs in the proposal body. The cover letter needs a compact version with four parts: comparable context, similar challenge, your method, and a verified outcome.

>

For [customer type], we addressed [similar challenge] using [relevant method]. The project achieved [verified result] within [verified timeframe]. We would apply the same [transferable practice] to [buyer's requirement].

Use a client name only when you have permission. An anonymized description can still be specific, such as the industry, scale, environment, and date. Remove any metric that lacks an internal source or owner approval.

### 5. Close Around the Buyer's Process

Use the evaluation schedule and communication rules in the RFP. A commercial buyer may invite clarification calls, demonstrations, or reference checks. A public procurement may restrict contact to the procurement officer and written channel.

A compliant close can be simple:

>

[Primary contact, title] will serve as our designated contact for this response and can be reached at [email] and [phone]. We are available for the finalist presentation period listed for [dates] and will route all communications through [required channel].

This is clearer than a vague invitation to “reach out anytime,” and it does not invent a next step the buyer has not authorized.

### 6. Route Commitments to the Right Reviewers

The proposal lead should check structure, voice, and consistency. Solutions engineering should validate technical claims. Services should approve delivery commitments. Security, legal, compliance, and finance should review statements in their domains. The authorized signatory should approve the final letter before submission.

In Arphie, role-based collaboration, comments, and project-level permissions keep those reviews in the response workflow. Our AI agents create source-backed first drafts, while accountable reviewers retain final sign-off.

## Adaptable RFP Cover Letter Template

Use this template for a commercial RFP that does not prescribe its own format. Replace every bracketed field and remove any sentence that does not apply.

>

**[Date]**
**[Recipient name and title]**
**[Buyer organization]**
**Subject: Response to RFP [number], [RFP title]**

>

Dear [recipient or evaluation committee],

>

[Buyer organization] is seeking to [primary objective] while [important constraint or deadline]. Our response presents [brief description of approach], with particular attention to [priority one] and [priority two].

>

Our fit is grounded in relevant delivery experience. For [comparable customer type], we addressed [similar challenge] using [method] and achieved [verified result] within [verified timeframe]. For your program, we would apply the same [transferable practice], supported by [named control, team, or capability].

>

We have structured the proposal around your evaluation criteria and confirmed [one important implementation, governance, or support commitment]. Any required declarations, assumptions, or exceptions appear in [required section or attachment].

>

[Primary contact, title] is the designated contact for this response and can be reached at [email] or [phone]. We will follow the communication and evaluation process stated in the RFP, including [allowed next step or schedule].

>

Sincerely,
**First name last name**
[Title]
[Company]
[Signature, if required]

## Opening Examples for Common RFP Priorities

### Implementation Deadline

>

Your RFP sets a [date] go-live while requiring [system or service] to remain available throughout migration. Our proposed phased cutover preserves [critical operation] through acceptance and assigns [delivery owner] to the transition.

### Security and Compliance

>

[Buyer] needs [solution or service] to meet [named standard] and complete [required review] before deployment. Our response maps each control to supporting evidence and names the security owner responsible for clarification and sign-off.

### Vendor Consolidation

>

Your objective is to reduce [tool, supplier, or workflow] fragmentation across [teams or regions] without losing [required capability]. Our proposal consolidates [scope] under [approach] and includes a staged adoption plan for [affected groups].

Each example stays close to the buyer's language. The next sentence should add a verified proof point rather than another claim about being experienced, innovative, or committed.

## Common RFP Cover Letter Mistakes

- **Ignoring the prescribed format.** A polished letter can still be noncompliant when it omits a declaration, exception, or required signature.

- **Leading with company history.** Evaluators need to see the connection between your experience and their requirement.

- **Using unowned metrics.** Every result, customer count, savings figure, uptime claim, and timeframe needs an internal source and approval.

- **Repeating the executive summary.** The letter should introduce and transmit the response; the executive summary develops the business case.

- **Listing features without relevance.** Tie each included capability to a stated outcome, constraint, or evaluation criterion.

- **Making unapproved commitments.** Delivery dates, discounts, service levels, staffing, legal terms, and exceptions require the appropriate owner.

- **Adding an unauthorized call to action.** Follow the RFP's communication rules and procurement schedule.

- **Using a template unchanged.** Remove placeholders, generic praise, irrelevant proof, and language carried over from another buyer.

## Pre-Submission Checklist

- The letter follows every RFP instruction for content, order, length, format, file name, and signature.

- The RFP title, reference number, buyer name, recipient, and dates are correct.

- The opening reflects the buyer's stated outcome and uses their terminology.

- Each win theme maps to a requirement or evaluation criterion.

- Every proof point is accurate, current, permitted for use, and traceable to a source.

- Technical, security, services, legal, compliance, and commercial owners approved statements in their domains.

- Assumptions, exceptions, and deviations appear exactly where the RFP requires them.

- The letter does not conflict with the technical response, pricing, implementation plan, or contract terms.

- The designated contact and proposed next step comply with the buyer's communication rules.

- The signer has the required authority, and the signature method meets the RFP instructions.

- The letter adds information instead of repeating the executive summary.

- A final reader checked names, numbers, dates, attachments, and leftover placeholders.
